Windows Lock is not really very safe. If there is more than one user account in a Windows system, the other user can just reset the system and log in using the other user account. Moreover, even if the system is locked, someone with higher privilege like Administrator can unlock the PC. In addition, there are lots of Windows Repair programs available in the internet that can bypass the lock, for e.g Winternals ERD Commander 2005 which is bootable from a CD.
A better way to lock your PC is to use a program called 掛機鎖 0.2.1.8 from Taiwan. With this lock, even if you reset or reboot the system, or use Winternals ERD Commander 2005 to boot from CD, the system will still be locked by 掛機鎖 0.2.1.8.
Of course, the danger is if you forget the password for 掛機鎖 0.2.1.8, then you will not be able to get into the system.

Of course, since this program is written in Traditional Chinese, you will need Microsoft AppLocale to run it under English version of Windows. Microsoft AppLocale is downloadable from http://www.microsoft.com/globaldev/tools/apploc.mspx.
